Tony Roman 37196a02c0 Initial documentation html build script 
- Build script using `pandoc` with custom CSS to generate
   standalone HTML5 files
 - Git ignore the `html` output directory
 - TODO: Figure out how to get rid of `pandoc` warnings about titles
