tests/subprocess_stub.py is the shared stubbing kit — hard-failing UnscriptedCommand, sudo/basename normalization, sbin-guard still in force — but adoption stalled half-way: 26 sites across 9 test files still monkeypatch subprocess by hand, execs the runtime guard never sees. Every other convergence here has a census + ceiling; this one did not. Same contract as the rest: AST-counted over tracked files, ceiling 26, may only go down; patching a service door (run_privileged etc.) is the blessed pattern and not counted.
