Juan Denis 7a5cdda9a6 Skip the release-unpack test when tar is missing ...

The openSUSE Leap image ships without tar, so deploy_release could not
unpack the fixture and T20b failed its deploy assertions there. The
test now skips without tar, like its neighbours skip without
sha256sum.
