Previously the orchestrator redirected vagrant up's stdout+stderr to a log file, which meant the box download progress was invisible and any interactive prompts (like "choose a Hyper-V switch") were silently swallowed while vagrant blocked on stdin. The operator had no signal the run was hung. Use Tee-Object so the operator sees download progress + prompts live in the terminal, while the log file still gets a copy for later inspection.
