- PULL_REQUEST_TEMPLATE gains a scripts-only checklist condensing the
  failure-semantics rules (guarded observations, no &&-tail returns,
  capture-safe stdout, errexit-immune helpers, fresh-box loop policy,
  proving test in the same commit)
- record the self-update channel decision in the bootstrap header:
  keep fetching from main, gated by the update-e2e CI job, preserving
  one-push-fixes-the-fleet
