* fix: define missing CACTI_PATH_MIBS constant
The CACTI_PATH_MIBS constant is used in lib/snmpagent.php to reference
the MIB files directory, but was never defined in global_path.php.
While the config array entry exists ($config['mibs_path']), the
corresponding define() statement was missing, which would cause
undefined constant errors when snmpagent cache functions are called.
This adds the missing constant definition following the same pattern
as all other path constants.

Added unit tests to verify that CACTI_PATH_MIBS constant is properly
defined in global_path.php and correctly uses the mibs_path from config.
Tests confirm the constant follows the same pattern as other CACTI_PATH_*
constants.
