* chore: replace removed jQuery $.isFunction() with typeof checks
jQuery 4.0 removes $.isFunction(). Swap the three call sites in navigationBox.js
and navigationBox.tree.js for behaviour-identical 'typeof x === function' checks,
removing the only jQuery-4-removed API in Cacti's own front-end code.
