we will be removing PIA 1.0 support in the Cacti 1.0 release.  for now
just quiet the errors for people testing.

cigamit af781328ab Merging Aggregate Plugin 
This commit will merge the Aggregate plugin into mainline.  ToDo, remove
old Aggregate plugin registration for those who have installed it
previously, and testing of upgrade process.
