Xavier Loose 4678fd03c3 Issue #3142 Don't set width to 0 on TreeNav (#3145) 
I may be wrong but I don't believe that the cactiTreeNavigationArea class ever needs a width a 0. In my research it would appear that the css display setting is used to control whether or not it is visible making this moot.

Browniebraun b9047f5924 fix start at 3 characters 
Place the IF statement directly in front of the JS search call. 
Tests with larger environment, and more delay, have shown that the number of characters can be reduced to less than 3 characters again while the timeout has not been reached.

Related to #2543.
Reduces the number of SQL queries executed in graph_view's tree_content action by populating an array with graph_template_ids in order to have just two query using IN statement instead of 2 queries by  graph_template_id.

- Resolving issue 3) of the issues as best as can be done.
-Additionally, making the graph_template_id multiselect common for all
pages and resolving additional QA issues in all areas that were impacted
by multiselect issues.
- Lastly, resolving issues in Reports that cause excessive queries and a
bad user experience.
- There will be likely one more commit on this bug as more QA needs to
be performend on Data Source orphan API introduced.
