Define cacti system paths as constants for better code checking (#5120)
This also provides a full run of src-fixer against all files to

implement realtime height through css
also fix the directory location to match settings. was in the plugin
folder.

Add defaults for Realtime
This adds the default folder rra_rt and the path for it so it works out-of-box.
Also changes default to 10 sec polling.
