Added the to remove a specific graph. This can be helpfull with automated clean-ups (eg. use rrdtool to find the 'lastvalue' of nan, then remove the corresponding graph of the found datasource).

netniV 61842eb1a0 Reduce number of development upgrade requests 
By introducing CACTI_DEV_VERSION, any development / git version of the website will only request an upgrade if the timestamp
is greater than the database timestamped version. Any non-development version will be treated as per the original method of
complete version difference.
