Define cacti system paths as constants for better code checking ( #5120 )

Reduce number of development upgrade requests
...
By introducing CACTI_DEV_VERSION, any development / git version of the website will only request an upgrade if the timestamp
is greater than the database timestamped version. Any non-development version will be treated as per the original method of
complete version difference.
