netniV 371f8b5253 Fix issues with backtracing and input validation (#3559, #3560) 
- When a developer uses backtracing, HTML output can be seen from command line bug confirmed
- When using `input_validate_xxx`, calls to `die_html_input_error()` do not pass variable name bug confirmed

There was a change to set the UTC Timestamp some time back, that change was lost causing gaps in graphs at the DST boudaries.

TheWitness 07b95c6cbc Fixing Issue #4184 - Error logging in cmd.php 
- cmd.php error response logging is not properly following the detailed/summary logging setting
- This is basically a rewrite of the cmd.php that makes it much easier to read, and actually makes it 2x faster than previous versions.
- Change the 'tics' behavior to not loop so hard watching for signals.
- Makes the snmp session data passing more reasonable
- Like spine, if a host times out when attempting to fetch and OID, the remainder of the host will be skipped, resulting in a more reliable performance as well.

- Certain Device actions cause the removal of poller items from the remote data collector
- Bulk Enabling Devices takes forever

Need to check a few more cases before completely resolved.
