cigamit 48985ea071 fixing bug#002521: Can't create two devices via CLI with the same IP-Address 
this is resolved using a new --proxy option to allow proxy hostname/ip's
to be used.

cigamit 247228c84e re-introducing site, and multiple pollers, major changes this will break your cacti! 
note, the poller table is updated, see the cacti.sql, also the default
poller_id is now 1, so you need to review the file
install/0_8_8g_to_1_0_0.php for important changes.

Andreas Braun af69e37e7b - merge DSSTATS, Boost and Settings to the mainstream 
- Enhancement of breadcrumbs to include Tree information in Ajax response.
- Removing all double quotes from 'include' files for performance.
- Some cleanups in cdef.php
- Enhancement of 'Send Test Email' to use Dialog jQuery plugin
- Fixed (finally) the last remaining issues with re-sizable columns
- Some CSS cleanup
- Fix main tabs not highlighting
- Add consistent help screens to CLI and pollers relative to versions and copyright years (now a constant)

- notes is an optional input, defaults to ""
- avail is an optional input, defaults to 1 (pingsnmp)
- ping_method defaults to 3 (tcp)
- re-ordering of help texts in same order as given in the command line options
