Since we aren't passing a connection id (and its not even saved to the
db session yet), we need to utilize the PDO functions directly instead
of db_execute, otherwise these commands just get ran on the default
connection again, not the new one.
Remove need to specify the Cacti Version on every function call

I had originally added in caching of the prepared resource, and reusing it instead calling prepare again, but from what I have found, MySQL is caching the result anyways, so there is no real difference.
I would like to find a way to combine these with the original functions without causing backward compatibility problems. I will see what I can come up with.
