cigamit 440f1fbfde Add ErrorHandler 
We now catch and log all PHP Errors.  If a FATAL PARSE / COMPILE error
is detected in a plugin, we will automatically disable that plugin so
that Cacti does not stop working.

Jimmy Conner 35aad7ba07 Now that we are integrating a few plugins, we will need to ensure that the old versions of those plugins are uninstalled during setup, and that they are not visible and can not be installed again.
