Jimmy Conner 70931a6890 Bug: The Graph Settings Page was using the graph refresh interval, which caused it to refresh while the user is inputting data. 
So basically, if the user sets the interval to 1, its almost impossible for them to fix it, as it just keeps reloading.

Jimmy Conner 1e6eb3acf1 Bug: Our meta tag for refreshing a page is using invalid syntax for the URL parameter. This means that it does not redirect to the supplied URL, but instead just refreshes the current browser's URL. I double checked a few pages (such as graphs) and fixing this does not break them.
