Larry Adams b0411eda3d force recache and export functions away from poller process via exec_background. Added some logging tweaks. Poller, Recache, and Export statistics now appear in settings table for call backs. Fix Windows PHP 5.0.x to no longer require php-win.exe. Reorder rra's to utilize timespan as a sort criteria instead of rows. Added two additional stats logging criterias in cacti_log.

Ian Berry 4408f18def update the way templated custom data fields work: 
- if the field is templated, empty, and a host field; use the host value
- if the field is template, non-empty, and a host field, use the template field value
- if the field is non-templated, use the user-specified value (per-data source)
unify the valid host field check in lib/config_form.php
