force recache and export functions away from poller process via exec_background. Added some logging tweaks. Poller, Recache, and Export statistics now appear in settings table for call backs. Fix Windows PHP 5.0.x to no longer require php-win.exe. Reorder rra's to utilize timespan as a sort criteria instead of rows. Added two additional stats logging criterias in cacti_log.
