Add missing include/cli_check.php script and additional fixups
...
- Remove the script data_template_associate_rra.php as it is not
compatible with Cacti 1.x
- Change all initial include() and include_once() to require
- Make sure --version returns correct version
- Pass 1 of ensuring bad parameters exit(1) more to come

Fully implement remove orphans from Graph Template import process

It's recommended to always remove orphans as not doing so will leave
remnants of older template versions in your Graph Templates.
