cigamit a956da1301 Add missing include/cli_check.php script and additional fixups 
- Remove the script data_template_associate_rra.php as it is not
compatible with Cacti 1.x
- Change all initial include() and include_once() to require
- Make sure --version returns correct version
- Pass 1 of ensuring bad parameters exit(1) more to come

netniV 270c622c22 Issue #522 - Device Device From Command Line (#1273) 
Adds the ability to delete a device from the command line as requested in #522.

This can be done using regexp to verify results.

Requires --confirm to actually remove, otherwise lists matches
