Myasnikov Daniil b758de9ace fix(dashboard): apply Running-phase join to per-namespace memory panels
The per-namespace Memory request/limit panels summed
kube_pod_container_resource_{requests,limits} over all pods regardless of
phase, while the sibling CPU panels were updated to multiply by
* on (namespace, pod) group_left(phase) (kube_pod_status_phase{phase="Running"} == 1).
Apply the same join so the paired CPU/Memory rows count the same pod population.

Myasnikov DaniilandClaude Opus 4.8 bb113c59f4 fix(dashboards): join pod phase on (namespace,pod) instead of uid
The capacity-planning and namespaces dashboards joined request/limit
metrics to kube_pod_status_phase via `* on (uid) group_left(phase)`.
Some pods (e.g. static pods like ssh-proxy) carry no `uid` label, so
they all collapse to the empty match key and collide, producing:

  duplicate time series on the right side of `* on(uid) group_left(phase)`

and a 422 from the query backend.

Switch the join key to the always-unique `(namespace, pod)` and filter
`kube_pod_status_phase{phase="Running"} == 1`, matching the pattern
already used in dashboards/gpu/gpu-quotas.json. Sum results are
unchanged (the old multiply-by-0/1 is equivalent to filtering on == 1).
