Expands the Stepping Down / Emeritus Process section with:
- An explicit PR-based mechanism for recording an Emeritus transition.
- A five-business-day technical offboarding checklist (team membership,
org role, direct collaborator entries, CODEOWNERS, secret rotation,
internal channels).
- A defined path for an Emeritus maintainer to return to active status.
Reflects the actual offboarding flow exercised in #2717 and removes
ambiguity for future maintainer lifecycle events.
