Aleksei Sviridkin cbc314a8c5 fix(kubevirt-cdi): order behind cozystack-basics so cdi-clone-dv RoleBinding finds cozy-public

The kubevirt-cdi default variant only depended on cozystack.networking,
which reconciles long before cozystack-basics provisions the cozy-public
namespace. kubevirt-cdi ships the cdi-clone-dv RoleBinding into cozy-public,
so on a fresh install the RoleBinding can race namespace creation and fail
with `namespaces "cozy-public" not found`. Flux retries normally mask it,
but under slow reconcile it surfaces as a hard UpgradeFailed.

Add a cozystack.cozystack-basics edge so the namespace exists first,
mirroring the backupstrategy-controller ordering. No cycle: cozystack-basics'
own dependencies (tenant-application, cozystack-engine, gateway-api-crds) do
not reach kubevirt-cdi. Pin the edge with a helm-unittest regression guard.
