IvanHunters 9992985106 fix(http-cache,vpa): fix haproxy 3.3 backend name conflict and vpa-for-vpa OOM ...

HAProxy 3.3 disallows frontend and backend sharing the same name.
Rename backend 'http' to 'cache' to resolve the conflict.

Increase vpa-for-vpa recommender memory limit from 512Mi to 1Gi
to prevent OOMKilled restarts.
