Aleksei Sviridkin c0cfc07a91 fix(talos): skip the registry push of the installer when PUSH=0 ...

image-talos publishes with skopeo instead of buildx, so it never saw
--push=$(PUSH) and a local PUSH=0 build still overwrote talos tags in
REGISTRY.
