Myasnikov Daniil 5b585d6eda fix(operator): persist holds for unsafe memory defaults
An admitted Pod loses the distinction between explicit and defaulted
limits. Its disappearance cannot prove a lower default is safe for
its replacement. Keep that decision on the Namespace until an
administrator acknowledges the particular target, without waiving
current blockers or foreign policy ownership.
