Aleksei Sviridkin 4bb1c26d54 feat(kuberture): vendor system package

Add cozystack umbrella for kuberture, an EndpointSlice-to-Service
translator that exposes the kubernetes control-plane EndpointSlice as
annotated headless Services consumable by external-dns.

The subchart is pulled from oci://ghcr.io/lexfrei/kuberture/charts/kuberture
at v0.1.1. Operators populate config.outputs per HelmRelease to bind one
or more external-dns instances by matching annotationPrefix.
