Aleksei Sviridkin c47c544074 build(cloudflare-tunnel): track the package's four pins with renovate ...

The package pins its vendored chart by version and OCI digest in the
Makefile, and the two images that chart runs by tag@digest in the
wrapper values. No built-in manager reaches any of them: the chart is
vendored rather than fetched, the helm-values manager is off repo-wide,
and the wrapper carries the image tag without its repository, so the
depName cannot be read off the line. Marker comments supply it.

The manager reads the chart and the two images as three separate deps,
so group them into one PR: a split bump can land a chart passing a flag
the older image does not accept. Renovate rewrites the pins without
re-vendoring charts/, so a bump is not whole until someone runs
`make update`, and do-not-merge/hold puts a human in front of that.
