Tenant admins and above create, change and delete GPUDevice objects in their namespaces where GPUs are on. The grant renders under the same conditions as the policy that keeps tenants off a device's finalizers and template mark, so no tenant can order without it; the GPU webhook checks each order's budget and entitlement.
