IvanHunters 474d9c5051 ci(e2e): run flake-triage after Nightly ...

Trigger hack/flake-triage.sh on Nightly completion (and manual dispatch) to
open or update a tracking issue for any E2E case that regressed on main across
consecutive runs. Scoped to main, issues:write only.
