IvanHunters d4cd476ce5 fix(e2e): paginate artifact listing and surface failed gh mutations ...

- Paginate the run-artifacts fetch (--paginate + per_page=100): a run can retain
  more than the default 30 artifacts (33 observed in this repo), so an
  un-paginated list could silently drop a chainsaw-report and undercount a run's
  failures.
- Warn on a non-zero gh issue open/update/close instead of silently no-oping, so
  a broken token or API error does not quietly disable triage.
