IvanHunters 109ee1dd9e refactor(cozypkg): share one reserved-prefix list between init and validate

init carried the same two prefixes inline that validate declares as
reservedNamePrefixes, so a third prefix added for validate would have left
init letting it through. Both files are package cmd, so this is one
identifier. Drive the init test off the shared list for the same reason.
