The binding contract said the binder either gathers a set onto one eligible node or refuses it. A set held entirely on one cordoned node is answered Succeeded without a move in two cases the design requires: a cordon alone does not move a set with no room elsewhere, and a device of a class with onCordon Stay keeps its node.
