IvanHunters 0a71f03f59 fix(cluster-autoscaler): add liveness probe initial delay for switchcloud ...

The CA container was crashing every ~30s because the liveness probe
started with delay=0s and the CA needs more than 30s to initialize
when using an external gRPC cloud provider. Set initialDelaySeconds=60
to allow CA to complete startup before probe begins checking.
