Aleksei Sviridkin 467e431765 chore(ci): add area/cilium label and map the cilium PR scope to it ...

Cilium has enough open issues of its own (version pins and bumps, the
Gateway API implementation, network policy, IPAM next to kube-ovn,
LB-IPAM) that area/networking no longer narrows a search. Declare
area/cilium in labels.yml, route the cilium scope of PR titles to it
instead of area/networking, and update the scope table in the
contributing guide.
