## What this PR does
Move `alerts/PrometheusRule.yaml` from raw-file loading (via
`.Files.Glob` in
`templates/alerts.yaml`) to a proper Helm-rendered template
`templates/prometheusrule.yaml`.
The raw-file approach silently passed unescaped `{{ $labels.xxx }}` to
Kubernetes unchanged, which worked by accident. As a Helm template,
those
expressions must be escaped with `{{ "{{" }}` to prevent Helm from
trying
to evaluate them as Go template variables.
Also removes `templates/alerts.yaml` which became dead code once the
`alerts/` directory is empty.
