Myasnikov Daniil 59932e5098 fix(platform): report FoundationDB patch drift in migration dry runs ...

The carry path skipped diagnostics in dry-run mode, so its summary could
report no releases needing attention even when the upgrade would lower a
FoundationDB patch version. Skip only the write and share the warning and
summary bookkeeping with a real run.
