`make build` ends at packages/core/installer, whose `image-packages` target shells out to `flux push artifact`. The decommissioned self-hosted runner had flux baked in; the ephemeral shape does not, so without this the release build works through all 28 packages and then fails on the last one -- roughly an hour in, with the tag already pushed. Port the step release-1.6's tags.yaml gained for this same job when it made the same migration. The command is byte-identical to 1.6's and to the equivalents already in build-main.yaml and pull-requests.yaml on this branch. Only the `if:` gate differs, and it has to: 1.6 renamed the check_release output to `release_exists`, while this branch's step sets `skip` -- the expression here matches its sibling steps. flux is the only tool 1.6 installs for this job, so nothing else is carried over.
