The GPU class and claim admission policies in cozystack-basics apply
only where gpu-operator serves GPUs to VMs: emitted by the iaas bundle
in the default or vgpu variant. A helper reads the same bundle keys as
the iaas bundle's own gpu-operator gate to decide that.

gpu.vgpu entitles the root tenant through _cluster.gpu-vgpu, written
only when on because every release in every tenant reads that Secret.
