A tenant sets its GPU budgets through resourceQuotas, but the tenant
chart's quota reference did not list the keys, did not say that a
child's key never lifts an ancestor's, and did not say that a tenant
with only GPU budgets gets no ResourceQuota or LimitRange.

The memory-limits page said the tenant LimitRange renders when
"resourceQuotas other than the GPU budgets is configured"; it renders
when resourceQuotas carries any key that is not a GPU budget, which
the sentence now says. The barman sidecar comment is reflowed where
that edit left a ragged line.
