The tenant declaration gate reads the parent pool's current usage from ResourceQuota status.used under the key that carries a resource's limit-side budget, limits.<name>. The quota controller fills limits.* usage only for cpu, memory and ephemeral-storage. For an extended resource, a GPU name included, and for hugepages it counts only requests.<name>, so the limits.<name> key the chart also renders always reports zero. The gate therefore saw such a resource as unused and could grant a child tenant quota the parent pool was already consuming. Read the usage of every other resource the chart renders with a prefix under requests.<name>, where the chart applies no ratio, so that key holds the same declared amount, and read a key that is already a usage key as declared.
