Marian Koreniuk 98d0402096 test(kubernetes): pin RetryOnFailure on the Proxmox csi release ...

The KubeVirt csi and cilium releases carry a helm-unittest pin on
strategy.name: RetryOnFailure for both actions, and the e2e HelmRelease
guard names those two tests as load-bearing. helmreleases/csi-proxmox.yaml
sets the same strategy for the same reason and had no pin. Add the mirror
test and update the guard comment that pointed at the gap.

No template change.
