Aleksei Sviridkin ae9e7c4c64 test(kubernetes): pin RetryOnFailure on the Proxmox csi release (#4969) ...

The KubeVirt csi and cilium releases carry a helm-unittest pin on
`strategy.name: RetryOnFailure` for both actions, and the e2e
HelmRelease guard in `hack/e2e-chainsaw/_lib/run-kubernetes.sh` names
those two tests as load-bearing. `helmreleases/csi-proxmox.yaml` sets
the same strategy for the same reason and had no pin.

This adds
`packages/apps/kubernetes/tests/csi_proxmox_install_retry_test.yaml`, a
mirror of `csi_install_retry_test.yaml` rendered on the proxmox
substrate, and updates the guard comment that pointed at the gap. No
template change.

Verified with `helm unittest .` in `packages/apps/kubernetes` (32
suites, 349 tests).
