Aleksei Sviridkin 1b4c021ebe feat(monitoring-agents): scrape the GPU controller's metrics ...

The class capacity, bound units and Lost count are kept out of the
world-readable GPUClass status and exported as cozystack-controller
metrics instead, so platform monitoring has to scrape them. The metrics
port is authenticated, so vmagent also needs the right to GET /metrics.
Both render only with GPU enabled, as the port does.
