Andrei Kvapil 440c3b58f3 test(valkey): add e2e test and wire build, labeler and docs ...

Add the Valkey e2e bats test (mirrors redis), build the compat image in the
top-level build target, map the valkey scope to area/database in the PR
labeler, and list valkey among charts with an immutable storageClass.
