Matthieu 3c2133ce4b [metrics-server] Set resources requests/limits on metrics-server container ...

The upstream metrics-server chart ships with limits commented out
(requests cpu 100m / memory 200Mi only), which triggers a 'no CPU
limit' conformance warning. Override the package values.yaml to keep
the upstream-recommended baseline requests and add limits 500m/500Mi
— comfortable headroom on top of the official sizing formula
(100m + 1m/node, 200Mi + 2Mi/node), covering clusters up to ~150 nodes
without needing to revisit.
