Myasnikov Daniil b7fd200e4b ci(tags): make generate-changelog non-blocking ...

Mark the generate-changelog job with continue-on-error and switch the
update-website-docs gate to always() so a failed or skipped changelog
generation no longer blocks the website docs update. prepare-release
remains the hard gate.
