The warning for a removed image override told an air-gapped install to use the platform-wide registry, but nothing in the platform writes _cluster.images-registry, so there is nothing to set. What serves these images offline is what serves every other platform image: the registry mirrors configured on the nodes, as the air-gapped install guide sets up.
