Myasnikov Daniil 512ffa7ccd ci(release): reject truncated entries and docs/next links 
Two defects in the v1.7.0 draft were mechanical and passed the
validator anyway. Three entries end in an ellipsis right before their
attribution: the PR text was pasted up to a length limit, and the tail
it lost is where PR authors put what the operator has to do, so the
entry is wrong rather than short. And Feature Highlights linked
cozystack.io/docs/next/, which the live site answers with 404. Neither
appears in any shipped changelog, so rejecting them costs no good
output.

The link check is anchored on the host because v1.3.0 names the
website's content/en/docs/next/ tree in prose, and the ellipsis check
only fires before an attribution because v1.4.0 has one inside a
sentence and every compare link has three dots. The offending line
numbers go into the one-line reason, since the workflows quote the
reason into an annotation that ends at the first newline.
